NOAA Administrator Dr. Lubchenco greets several Kobe III delegates from Africa: Issah Braimah (Liberia); Sow Amadou Harouna (Mauritania); Alpha Bangura (Sierra Leone); Samuel Quaatey (Ghana); and Hamady Diop (Senegal). West Africa is a region where NOAA has developed strong partnerships in support of sustainable fisheries.
