About The Gulf of Maine Council on the Marine Environment
The Gulf of Maine Council on the Marine Environment
(the Council) fosters cooperative actions and strives
to maintain and enhance environmental quality and sustainable
resources in the Gulf of Maine through restoration,
education, prevention, and protection. The Governors
of Massachusetts, New Hampshire, and Maine and the Premiers
of New Brunswick and Nova Scotia created the Council
in 1989, signifying their belief that the jurisdictions,
because of their economic and cultural ties to the Gulf
could best serve as stewards of their shared resource.
The Council consists of two state/provincial agencies
from each jurisdiction, six federal agencies from the
US and Canada, and one non-governmental representative
from each jurisdiction.
About the Partnership
The NOAA/Gulf of Maine Council Habitat Restoration
Partnership began in 2001. During the first three-year
partnership, over $1.3 million of NOAA funds were matched
approximately 1:1 by the Gulf of Maine Council to conduct
habitat restoration projects throughout the Gulf of
Maine. Through a project solicitation process, managed
by the US Gulf of Maine Association on behalf of the
Council, project proposals are requested annually and
selected on a competitive basis. 29 habitat restoration
projects have been funded through the first partnership
to benefit living marine resources. Other major partnership
goals include the development of restoration monitoring
protocols and a strategic restoration plan for marine,
coastal, and riverine habitat in Maine, Massachusetts
and New Hampshire. In 2004, a second three-year partnership
was started. During the first year, NOAA provided over
$380,000 to be matched 1:1 by the Council for additional
restoration projects.
Request For Proposals
NOAA partners with the Gulf of Maine Council to fund
projects that result in on-the-ground restoration benefitting
NOAA trust resources in the U.S. portion of the Gulf
of Maine watershed. Non-governmental organizations,
municipalities, schools, and tribal and state governments
are eligible to apply. Applicants are strongly encouraged
to submit a letter of intent prior to submitting a
full proposal.
