Requirements for Funded Projects
A. Submission of project performance and final
reports for funded projects
The NOAA Community-based Restoration Program (CRP)
received approval from the Office of Management and
Budget (OMB) to collect specific project-related information
from all parties awarded CRP funds (OMB control number
0648-0472). This requirement took effect on April 30, 2003 and expires on May 31, 2009.
With over 900 projects funded to date, it is critical
to track the status and success of funded projects
to
provide accountability for the CRP and NOAA on the
expenditure of federal restoration funds as well as
to respond quickly
to inquiries from NOAA management, congressional members
and constituents. Successful applicants are required
by the NOAA Grants Management Division to submit periodic
performance reports and a final report for each award.
This required progress reporting format and form stipulates
the information to be provided in these reports, which
includes progress reports for projects sub-awarded
funds through the Restoration Center's national and
regional

B. Minimum Project Monitoring/Evaluation Requirements
In accordance with the Estuary Restoration Act of 2000
(ERA), Title I of the Estuaries and Clean Waters Act
of 2000, the NOAA Restoration Center requires minimum
elements of habitat restoration efforts be evaluated
for success, beginning in 2004. This requirement is
designed to minimize financial and labor resource needs
while allowing for a quantitative evaluation of restoration
