Submitting Proposals for Marine Debris Prevention and Removal Grants
Introduction The NOAA Restoration Center is providing this supplementary file of information, instructions and helpful links to aid potential applicants in the preparation of an application package for Community-based Marine Debris Prevention and Removal Project Grants competition (as part of NOAA’s Marine Debris Program) under the Catalogue of Federal Domestic Assistance (CFDA) # 11.463 – Habitat Conservation.
Specific requirements regarding the standard forms, project and budget narrative sections, as well as the criteria that will be used to evaluate applications, can be found in the Federal Funding Opportunity (FFO) full program announcement. The FFO also contains more detailed information about the MDP, including eligibility information, anticipated funding levels, and an approximate timeline for evaluation and recommendation of applications for funding. The announcement and application forms can be found on Grants.gov.
NOAA strongly encourages applicants to use the Grants.gov website to submit applications electronically. The only electronic applications that will be accepted are those submitted through grants.gov; paper applications may be accepted under extenuating circumstances if Grants.gov cannot reasonably be used. The Office of Management and Budget (OMB) has issued several administrative directives to establish government wide standardization and compliance for grants administration and audits. For more information see OMB circulars A-110, A-102 and A-133 or contact the NOAA Grants Management Division. Additionally, OMB has issued directives to provide guidance in determining whether an expenditure is authorized under an assistance agreement. Costs are authorized if they are allowable, allocable, and reasonable. The cost principles flow down to sub recipients, who are also subject to the principles contained in circulars A-21, A-87 or A-122. Note: It is unlawful to use Federal financial assistance awards for any activities or contacts to influence legislation pending before Congress or the negotiation, award or administration of a pending award. In particular, such awards may not be used for activities which involve direct contact with legislators or indirect contact with legislators through 'grassroots' (advising constituents to contact their legislators) lobbying.
