By the late 1980s, many traditional U.S. fisheries became
overfished. As a result, the priorities of the Saltonstall-Kennedy
Grant Program shifted from fisheries development to emphasize
resource conservation and management, with a focus on bycatch
reduction. The term bycatch refers to species other than
the target species that are inadvertently harvested and not
