Limited Access Privilege Programs

The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 authorizes that a Council may submit, and the Secretary may approve, for a fishery that is managed under a limited access system, a limited access privilege program (LAPP) to harvest fish if the program meets the requirements of the Act. Below is a summary of actions taken related to this authority. LAPPs are included in the management programs that NOAA refers to as "catch shares."


  • On December 10, 2009, NOAA released a draft policy on the use of catch share programs in fishery management plans. Comments were accepted through April 10, 2010. Click here to read the draft catch share policy and read the comments.
