Overview and scope of task and sub-tasks:

A. Revise Operational Guidelines to include the following provisions:

Completed(1) Bycatch reports: Standardized reporting methods to assess the type and amount

of bycatch in a fishery [Sec. 108(a)(7); p. 41]

(2) Bycatch measures: Develop management measures to minimize bycatch and

mortality of bycatch [Sec. 108(a)(7); p. 41]

(3) Commercial recreational and charter fishing: Require pertinent data on each

sector to be collected for FMP use [Sec. 108(a)(2); p. 40]

(4) Commercial recreational and charter fishing: Add provision that each sector be

described in FMPs and FMPs must quantify trends in landings [Sec. 108(a)(7); p.41]

(5) Essential fish habitat: Reference guidance to assist Councils in the identification

and description of essential fish habitat [Sec. 102(3) p. 7; Sec. 110(a)(3) pp. 75-78]

(6) Essential fish habitat: Requirement that FMPs describe and identify essential fish

habitat; identify adverse effects; minimize to the extent practicable adverse

impacts from fishing; and identify conservation and enhancement measures [Sec.

108(a)(3); p. 40]

(7) Fishing communities: FMPs must include analysis of likely effects of

management measures on fishing communities in fishery impact statements [Sec.

108(a)(5); p. 40]

(8) Overfishing: FMPs must rebuild overfished stocks [Sec. 108(a)(1); p. 40]

(9) Overfishing: FMPs must specify objective and measurable criteria to identify

overfishing end overfishing and rebuild stocks [Sec. 108(a)(7); p. 41]

(10) Overfishing: FMPs must assess type and amount of fish caught and released

alive during recreational fishing under catch and release programs and minimize
