Overview and scope of task and sub-tasks:

CompletedA. Publish two separate notices in the FEDERAL REGISTER calling for nominations for

(1) the Pelagic Longline and (2) Billfish Advisory Panels. Notice to describe role of the

panel and its members under the Magnuson-Stevens Act, unavailability of funding, and

appropriate submissions for nominations.

CompletedB. Prepare FEDERAL REGISTER notice requesting comments on the feasibility of

combining Shark, Swordfish, and Atlantic Tunas Advisory Panels, while Billfish and

Pelagic Longline Advisory Panels remain separate. Notice will explain how this

proposal is less burdensome on the constityuency , in addition to being more consistent

with the Magnuson-Stevens Act, regulatory reform (consolidated HMS regulations),

NEPA, and other holistic, eco-system approaches to fishery management. In this same

notice, indicate that NMFS is soliciting comments on the appropriate role of existing

advisory groups and/or processes (Shark OT, negotiated rule-making) in the light of the

new advisory panels.
