NOAA Fisheries Announces Final Rule to Modify Dealer Landings Reporting Methodology for Atlantic Bluefin Tuna

June 28, 2016

Actions being taken and important information/dates

The National Marine Fisheries Service (NMFS) has issued a final rule to announce a change in the dealer landings reporting methodology for Atlantic bluefin tuna from use of handwritten and faxed landings reports to use of an electronic reporting system via the Internet.  The online reporting process will simplify and improve reporting, and will not change the substance of the reports.

Federal Atlantic bluefin tuna dealers will soon be required to use SAFIS electronic dealer reporting (eDR) to electronically submit their bluefin tuna landings reports.  For bluefin tuna dealers who already use SAFIS eDR, this new functionality will streamline their dealer reporting to a single electronic portal as many Highly Migratory Species (HMS) dealers currently use SAFIS eDR to enter their weekly landing reports for species other than bluefin tuna.  Using the new electronic reporting system, dealers will enter landings data on a website application versus the handwritten, fax-in landing card system that has been in use for many years.   The software NMFS uses to process the faxed forms is no longer supported and thus is unreliable and could affect reporting.  In the longer term, the new application will also collect information included on biweekly reports, further streamlining bluefin tuna dealer reporting.

NMFS is hosting two public webinars to provide the opportunity to explain management measures and effective dates outlined in Amendment 7.  The public may participate by phone or online.  Details for accessing the webinars are provided in the table below.
