Limited Access Privilege Programs

The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (MSRA) authorizes that a regional fishery management council may submit, and the Secretary of Commerce may approve, for a fishery that is managed under a limited access system, a limited access privilege program (LAPP) to harvest fish if the program meets the requirements of the MSRA. Below is a summary of actions taken related to this authority. LAPPs are included in the management programs that NOAA refers to as catch shares.


On December 10, 2009, NOAA released a draft policy on the use of catch share programs in fishery management plans. Comments were accepted through April 10, 2010.
