Summary:

This section adds findings--about overfishing, protection of fish habitats, and Pacific Insular Areas; purposes --concerning promotion of catch-and-release programs, non-wasteful development of underutilized fisheries, and protection of fish habitats; and policies--regarding efficiency, bycatch, and Pacific Insular Areas.
